Some, such as Canada, France, and Italy, have no personal income tax, while others, including Finland, have a small tax on winnings. Others, like Ireland, Australia and Germany, have no income tax at all.

During the Roman Empire, lottery was considered a form of entertainment. During Saturnalian revels, wealthy noblemen would distribute lottery tickets to their guests. Eventually, the games were organized and recorded. During the Han Dynasty, Chinese lottery records were made, and they are said to have helped finance projects such as the Great Wall of China.

During the Middle Ages, lotteries were a popular way for governments to raise money for the poor. In the Netherlands, lotteries were a common practice in the seventeenth century. Many of the prizes were articles of unequal value, often fancy dinnerware.

By the early twentieth century, most forms of gambling were illegal. A few countries, such as Liechtenstein, pay out prizes as annuities, while other countries, such as Canada, Norway and Finland, do not impose any taxes on winnings.

Today, most modern governments recognize the importance of lotteries. As of the year 2012, lottery proceeds in the United States went to a variety of public funds, including the general fund, college scholarships, education, public infrastructure, and the environment.
